Buffalo, N.Y. – Phillips Lytle LLP has announced that Partners Anna Mercado Clark, Douglas W. Dimitroff and Raymond L. Ruff have been elected to the Governing Committee, the governing body of the firm that sets strategy and oversees management. Anna, Doug and Ray will replace outgoing committee members Kevin J. English, Lisa L. Smith and Victoria L. Grady. In addition, Deborah A. Doxey, a continuing member of the Governing Committee, was elected as the committee’s chair.

Anna Mercado Clark, CIPP/E, CIPP/US, CIPM, FIP is the leader of Phillips Lytle’s Data Security & Privacy and E-Discovery & Digital Forensics Practice Teams, and co-team leader of the firm’s Cryptocurrency & Bitcoin Mining Practice. Anna has extensive experience advising businesses in the technology, consumer, health care, real estate, insurance, energy, construction, government and financial industries regarding information management, litigation readiness, cross-border data transfers, third-party data risk management, disaster recovery and more. She is an American Bar Foundation Fellow, development director of the Asian American Bar Association of New York and president-elect of the National Asian Pacific American Bar Association. Anna is also a member of Phillips Lytle’s Diversity, Equity & Inclusion Committee.
Douglas W. Dimitroff focuses his practice in the areas of 1629 and commercial real estate. He has over 25 years of experience in telecommunications matters, representing leading telecommunications carriers, infrastructure providers and numerous other clients involved in the telecommunications industry. Doug has particular expertise in distributed antenna system (DAS) and other small cell networks, where he is involved with both business and regulatory aspects. He was a member of the Broadband Deployment Advisory Committee and chair of the Model Code for Municipalities Working Group of the Federal Communications Commission. He previously served as practice group leader for Phillips Lytle’s Land, Environment & Energy Practice Group.
Raymond L. Ruff concentrates his practice in the areas of commercial loan transactions, SBA guaranteed loans, commercial workouts and real estate. He has been listed in Best Lawyers in America© for Banking and Finance Law from 2009-2023. Ray previously served on the firm’s Governing Committee from 2008-2011 and 2013-2015. He also served as leader of the firm’s Banking & Financial Services Practice Group from 2010-2015.
